About Us
Our Mission
"To provide safe, supportive, and enriching living environments for adults with developmental disabilities while fostering independence, dignity, and personal growth."
Majestic House Assistance was founded on the belief that every adult — regardless of ability — deserves a home that feels like home. Not a facility. Not a ward. A real home, with real relationships, real choices, and real opportunities for a fulfilling life. Gail Moore's vision for MHA is rooted in compassionate, professional residential care that respects the whole person and partners with families to deliver outcomes that matter.
We are committed to building one of the most trusted residential care brands in Northwest Ohio — a reputation earned through consistent excellence, transparent communication, and unwavering advocacy for the people we serve. Rooted in the Toledo community, MHA is positioned to become a cornerstone provider for adults with developmental disabilities across Lucas County and the surrounding region.
Market Context
Ohio's DD Market: A Premier Opportunity
Ohio ranks in the top 10 nationally for its developmental disabilities services market, supported by strong legislation, robust DODD infrastructure, and a community mandate that prioritizes residential care. While the national average revenue per resident sits at $12,000/month, Ohio providers average $18,000/month — a 50% premium driven by Medicaid funding strength and legislative commitment to quality care.
The state faces a severe provider shortage compared to the national moderate shortage, meaning qualified, licensed providers like MHA enter a market with significant unmet demand and a strong pipeline of referrals. Ohio's rapid expansion trajectory and robust training and certification requirements create a high barrier to entry — and a durable competitive advantage for established providers. MHA is entering this market at exactly the right moment.
Who We Serve
Our Residents
Majestic House Assistance provides residential services to adults 18 and older who require supervised, supportive living environments. Our residents are whole people with unique strengths, preferences, and aspirations — not diagnoses. We are committed to seeing and serving the full person in everything we do.
Intellectual Disabilities
Adults who benefit from structured routines, life skills development, and supervised community integration in a safe, supportive home environment with 24-hour staff availability.
Autism Spectrum Disorders
Individuals who thrive in consistent, predictable environments with dedicated staff trained in behavioral support, sensory accommodations, and individualized communication strategies.
Behavioral Health Needs
Adults with co-occurring behavioral or mental health challenges who require coordinated care, crisis prevention planning, and access to therapy and psychiatric referrals alongside residential support.
Admissions
Referral Sources & Admission Pathways
MHA has identified a robust network of referral sources that will provide a consistent pipeline of qualified residents. These relationships are central to our marketing and admissions strategy and will be cultivated beginning in Month 4 of our implementation timeline. Building trust with each referral community is a foundational priority for MHA's long-term growth.
Lucas County Board of DD
The LCBDD is the primary referral and funding authority for adults with developmental disabilities in our service area. As a licensed DODD provider, MHA will be listed in the LCBDD provider directory and receive active referrals from county service coordinators.
Hospitals & Behavioral Health Centers
ProMedica, Mercy Health, and behavioral health facilities in the Toledo region regularly seek residential placements for adults being discharged from acute or inpatient settings. MHA will establish referral relationships with hospital social work and discharge planning teams.
Families & Private Guardians
Many families privately seek residential care for aging adult children or family members with disabilities. MHA's family-centered approach, transparent communication, and home-style environment make it an appealing choice for guardians who want more than institutional care.
Social Workers & Case Managers
Individual case managers and social workers across the region regularly place adults with disabilities into residential settings. Building strong, trust-based relationships with this professional community is one of MHA's highest marketing priorities.

Life Skills
Development & Life Skills Services
MHA's life skills programming is designed to progressively build each resident's capacity for independence — in the home, in the community, and in the workplace. All programming is individualized through each resident's Individual Service Plan (ISP) and evaluated regularly for progress. Every resident advances at their own pace, with staff celebrating small victories as meaningful milestones on the path to greater self-determination.

Transportation Training
Learning to use public transit, navigate routes, and safely travel independently within the community.
Our structured three-stage approach ensures every resident builds confidence and competence at a pace that honors their individual journey toward greater self-determination.
Behavioral Health
Behavioral & Mental Health Support
Many residents served by MHA have co-occurring behavioral or mental health needs. Majestic House is designed to provide not just residential care, but a therapeutically supportive environment that reduces crisis events and promotes emotional well-being. Our approach emphasizes positive behavior support strategies over punitive measures, ensuring residents feel safe, respected, and understood at all times.
Behavioral Monitoring & Support
Staff are trained to observe, document, and proactively respond to behavioral patterns. Individualized behavior support plans are developed in collaboration with contracted behavior specialists and reviewed regularly for effectiveness.
Mental Health Coordination
MHA coordinates with psychiatrists, psychologists, and licensed counselors in the Toledo area to ensure residents have access to ongoing mental health services. Staff facilitate appointment scheduling, transportation, and provider communication.
Therapy Referrals
Residents are connected with appropriate therapeutic services including occupational therapy, speech-language therapy, counseling, and social skills groups — all coordinated through each resident's individualized service plan.
Crisis Prevention Strategies
Each resident has a documented crisis prevention plan that staff are trained to implement. MHA maintains 24-hour on-call support and clear protocols for de-escalation, emergency response, and communication with guardians and county service coordinators.
Community
Social & Community Integration
Research consistently shows that meaningful community participation is one of the strongest predictors of quality of life for adults with developmental disabilities. MHA is committed to breaking down barriers to inclusion — not just providing residential shelter. Our community integration programming ensures that residents have regular opportunities to build friendships, participate in faith and cultural communities, contribute through volunteer activities, and access recreational experiences that bring joy and fulfillment.
Community Outings
Regular trips to Toledo-area parks, museums, restaurants, shopping centers, sporting events, and cultural venues — supported by MHA's dedicated transportation fleet.
Volunteer Opportunities
Structured volunteer partnerships with local nonprofits and faith organizations, providing residents with purpose, social connection, and the dignity of contribution.
Recreational Programming
In-home and community recreational activities tailored to resident interests and abilities — from arts and crafts to adaptive sports and fitness programs.
Faith & Cultural Activities
Transportation and support for residents to attend religious services, cultural celebrations, and community events meaningful to their personal identity and values.
Chapter 3
Transportation: A Core Service Pillar
Transportation is not an afterthought at Majestic House Assistance — it is a foundational service pillar that enables every other aspect of our care model. Without reliable, accessible transportation, community integration, medical appointments, and vocational programming are impossible to deliver consistently. MHA's dedicated transportation fleet is central to our promise of full community participation for every resident.
Facility Standards
Facility Requirements & Physical Plant Standards
The MHA residential home must satisfy Ohio's physical plant requirements for licensed DD residential facilities. These standards ensure that the home is safe, accessible, and conducive to dignified living — while maintaining a genuine residential character rather than an institutional appearance. Every element of our physical environment is designed to feel like home first, and a licensed care setting second.
Fire Safety
Full fire inspection approval by the local fire authority, including working smoke and carbon monoxide detectors in all rooms, fire extinguishers, clearly marked emergency exits, and a documented fire evacuation plan with regular drills.
ADA Accessibility
All areas accessible to residents must meet ADA standards, including doorway widths, bathroom grab bars, ramp access where needed, and appropriate furnishings for individuals with mobility limitations.
Individual Bedrooms
Each resident has their own private bedroom — a core requirement under DODD licensing standards and a fundamental expression of resident dignity and privacy rights. Rooms are personalized and homelike.
Secure Medication Storage
A locked, temperature-appropriate medication storage area meeting all DODD and Ohio Board of Pharmacy standards. Medication logs and administration records must be maintained and available for inspection.
Kitchen & Sanitation
Clean, well-maintained kitchen meeting local health department standards, with regular sanitation inspections, documented cleaning protocols, and accessible design to support resident participation in meal preparation.
